The problem with not using hot water is trying to get someone to stay in
the shower for a minimum of 15 minutes. As we all know, our natural
reaction to having cold is to pull away. Judging from the calls we get
from plumbers, the mixing valves are fairly common. ANSI Z358.1-2004
recommends a lower temperature limit of 60 degrees F to avoid
hypothermia.
