As a fume hood manufacturer I agree totally in your assessment of the
knowledge of users,on how fume hoods operate.  When we provide new fume
hoods on a project, part of the project normally requires 1 to 2  
training
sessions to be held for the faculty and students in proper operation.

Unfortunately these training sessions times are set by a general  
contractor
to complete a building schedule and are not very well attended.

Our sales force is available to hold training sessions upon request  
and we
also have a short video that attempts to show people how to work in a  
fume
hood, that is available at no charge.
