In the US, the civil and criminal penalties are addressed by civil and
criminal litigation/justice system. Cal-OSHA will refer the incident
to the LA DA, who has a long history of prosecuting workplace
fatalities as crimes. I have not yet heard if a wrongful death law
suit is or will be filed.
