I can't speak to the types of flow monitors that are inexpensive, etc. Whe n we had to comply with this, the HVAC shop used Airguard monitors. A bulk discount was helpful as we had to install over 250 monitors. The regulation of which you speak (I think) is applicable in California, pr omulgated by Cal/OSHA in 2007, compliance required by 2008. It applies to both old and new fume hoods. Your mileage may vary, if you aren't in Calif ornia. HTH.
