Title 8, California Code of Regulations 5154.1 was changed effective 1/1/08 to require that lab hoods have a "quantitative airflow monitor that continuously indicates whether air is flowing into the exhaust system during operation". A variety of gauges can be used to accomplish this. There is no federal requirement that I'm aware of.
