NEW BRITAIN TWP., Pa. - August 14, 2012 (WPVI) -- Investigators descended on a home in Bucks County Tuesday after the homeowner was found dead and a cache of explosive materials discovered inside.

Police say those materials include an anti-tank rocket used for training by the military and some highly explosive chemicals.

At nine o'clock Tuesday morning, police and paramedics responded to a call of a man in cardiac arrest. They found the homeowner, 34-year-old Christopher Kanter, a software engineer, unresponsive in the kitchen. He'd been dead for hours.
Police then discovered an inert anti-tank rocket in a container in the living room.

In the basement, kitchen and bedroom they found large quantities of a black powder, fireworks, and liquid chemicals including pitric acid, which is highly explosive in its crystallized form.

"It looked like he was making improvised explosive devices," said New Britain Twp. Police Chief Robert Scafidi. Scafidi added that authorities have no idea if he had any intention of using them.

ATF agents and other explosives experts closed down the street and set up a mobile lab to analyze the dangerous chemicals stockpiled inside the home.

"There's a chemist here checking what they are," said Scafidi, "what can be removed and what has to be detonated on the scene."

A man suffered injuries when a one-step meth lab exploded in his face Sunday night in Madison County.

Deputies say a man helping close the BP station on Boonesborough Road off I-75 around 10 p.m. threw a bag of trash in a dumpster, sparking the explosion. The blast sprayed chemicals in the victim's face. Fire department crews decontaminated the man at the scene, and EMS took him to Pattie A. Clay Hospital for treatment. Officials say the victim will be OK.

Deputies say there was no risk to others in the area.

"It's just a plastic bottle, basically trash. But it still has to be cleaned up and disposed of properly. Putting it in a dumpster is not the proper way to do that." Madison County Sheriff's Office Sgt.Michael Marcum said.

FAA has proposed fining FedEx $681,200 for allegedly violating DOT's hazardous materials regulations.

The agency charged that between Aug. 2 and Aug. 12, 2010, FedEx employees in numerous locations around the country improperly accepted several dozen shipments containing hazardous materials for transportation by air. FAA inspectors discovered the alleged violations during an inspection and records check of FedEx facilities in the Los Angeles area.

FAA also alleged that in 19 instances on Aug. 12, 2010, the airline failed to provide pilots of flights to and from Los Angeles with the required "accurate and legible written information" about shipments of hazardous materials it accepted for transportation by air.

Additionally, FAA alleged FedEx failed to document hazardous materials training and testing for three individuals who were among those accepting the shipments for the company. The training includes security awareness, and initial and recurrent training on the handling of hazardous materials. This training is necessary to ensure compliance with the hazardous materials regulations.
