You absolutely do not need any statement from them other than the one in the Contract that says they will comply with all Federal, State, and Local Regulations. Talk to the schools's General Council about how to proceed once it is clear that a regulation is being violated.
That clause also protects the school if no one notices they are not following the regulations and this failure is a direct or indirect cause of damages. There is nothing in that phrase that requires anything on the part of the school such as monitoring or inspecting.. But I suggest schools include in the contract the right (not the obligation) to have access to the premises.
