This is a question that is likely to solicit many responses of varying opinion. Here are some guidance documents on the subject.

A good starting point for new teachers is the NIOSH & CDC SAFE LAB School Chemistry Laboratory Safety Guide. It contains chemical lists for:

Another guidance document would be Science & Safety, Making the Connection published by the Council of State Science Supervisors.

Chemical waste management should also be a consideration and the ACS guide, Less is Better Guide to minimizing waste in laboratories is worth the read.

All of these documents are available free via the internet, simple do a search for them by their titles.
