No. Section 2 is titled "Hazard(s) identification". The minimum information in Section 2 is:


(a) Classification of the chemical in accordance with paragraph (d) of =A71910.1200;
(b) Signal word, hazard statement(s), symbol(s) and precautionary statement(s) in accordance with paragraph (f) of =A71910.1200. (Hazard symbols may be provided as graphical reproductions in black and white or the name of the symbol, e.g., flame, skull and crossbones);
(c) Describe any hazards not otherwise classified that have been identified during the classification process;
(d) Where an ingredient with unknown acute toxicity is used in a mixture at a concentration =E2=89=A51% and the mixture is not classified based on testing of the mixture as a whole, a statement that X% of the mixture consists of ingredient(s) of unknown acute toxicity is required.

Therefore, all hazards appear in Section 2 as they are the output of the classification process.  Carcinogenicity is one of the specific health hazard criteria to be reviewed in the hazard classification process: http://www.ilpi.com/msds/ref/hazardclassification.html  For the specifics of carcinogenicity classification see Appendix A to the Hazard Communication Standard at http://www.ilpi.com/msds/osha/1910_1200_APP_A.html#A.6 

Certain toxicological information (including listing as a carcinogen) appears in section 11.

I have a question that was brought to me by a technician.
 
Sulfuric acid has been listed as a class 1 carcinogen by IARC, but it is not listed as such in the section 2, which emphasizes its corrosive hazard.  The carcinogenicity is not noted until the health section. THE IARC monograph indicates that the mist is the route for this effect.
 
Is section 2 intended only for the immediate hazards?
