Management Standards for Hazardous Waste Pharmaceuticals and Amendment to the Hazardous Waste Listing for Nicotine
On December 11, 2018, the EPA Acting Administrator signed the final rule, titled "Management Standards for Hazardous Waste Pharmaceuticals and Amendment to the P075 Listing for Nicotine." This final rule establishes cost-saving, streamlined standards for handling hazardous waste pharmaceuticals to better fit the operations of the healthcare sector while maintaining protection of human health and the environment.

Guidance for Applicants Requesting to Treat/Dispose of Polychlorinated Biphenyls (PCBs) Now Open for Public Comment
EPA has developed a draft Guidance for Applicants Requesting to Treat or Dispose of PCBs Using Incineration or an Alternative Method. This document is for people applying to EPA for approval to dispose of PCBs who use thermal and non-thermal alternative methods or incineration. Specifically, the draft guidance presents and discusses the format, content and level of detail necessary for:
Approval applications;
Trial burn and demonstration test plans; and
Test reports.

EPA Seeks Comment on Possible Changes to Wet/Bioreactor Landfill Regulations
EPA is considering proposing changes to the current municipal solid waste landfill regulations or possibly developing a separate set of regulations specific to wet and bioreactor landfills. The revised or new regulations could address liquids, leachate recirculation, rainfall management, run-on control systems and alternative cover designs among other requirements tailored to wet and bioreactor landfills. Such new regulations would also enable bioreactor landfills currently operating under Research, Demonstration and Development permits to operate under more standardized permits, improving efficiency.‰?ø
EPA is seeking comment on these types of possible changes and on a variety of issues related to the performance, potential benefits and potential risks of wet/bioreactor landfills, including advances in liquids management.‰?øThe comment period will be open for 60 days from the date the notice is published in the Federal Register. Update to the "2017 Hazardous Waste Data is Now Available Online" Announcement
The newly released data cover activities performed in 2017 and show that the generation of hazardous waste in the United States in 2017 was 36.8 million tons, an increase of about three million tons, or nine percent, from 2015 to 2017. The number we previously reported was from 2015. Also, please note what has been released is a preliminary analysis. EPA will perform quality assurance and quality control on the data and provide additional analysis next year.
