Michigan Gov. Gretchen Whitmer has crossed out a provision, tucked into a COVID relief bill, that would have allowed hazmat trucks on the Ambassador Bridge for the first time in 91 years.
The hazardous materials provision was one of 11 provisions subjected to line item vetoes as Whitmer signed Enrolled Senate Bill 748 on Tuesday morning.
‰??It‰??s all stricken out and Whitmer‰??s signature is right after it,‰?? MP Brian Masse said later in the day after receiving an emailed copy of the signed bill. ‰??The governor has fixed the problem.‰??
Masse rang the alarm bells last week after learning that the provision had been included in the bill ‰?? intended to provide financial help to many Michiganders suffering due to COVID restrictions ‰?? and passed by the state senate the previous Friday. His letter alerting Canada‰??s Transport Minister Marc Garneau of the surprise change to regulations forbidding hazardous materials on the bridge brought an immediate response. Transport Canada officials met the next day with officials representing Whitmer, who still had to sign the bill.

One person has suffered minor injuries following a chemical spill at a Norfolk poultry firm.
Emergency services, including police and fire crews from Attleborough and Wymondham, were sent to a hazardous chemical spill at a Banham Poultry on Station Road in Attleborough at 6.30am on Tuesday (December 29).
Paramedics from the East of England Ambulance Service Trust (EEAST) were also called.
A Norfolk Police spokesman said: "Officers did attend however it appears it was a minor leak and one person suffered minor injuries."

NMP POSES LOW RISK TO CONSUMERS, US EPA SAYS

Armed with new toxicity data provided by chemical manufacturers, the US Environmental Protection Agency claims that the solvent n-methylpyrrolidone (NMP) does not pose unreasonable health risks to consumers who use it to remove paints and coatings. The agency previously found that such uses of NMP increase the risk of miscarriage in pregnant women.
The final assessment, released Dec. 23, finds unreasonable risks for only one consumer use of NMP‰??in adhesives and sealants in glues. It also finds more than two dozen commercial uses of the solvent pose unreasonable risks to workers. Risks to workers are typically linked to chronic exposures, whereas risks for consumers are associated with acute exposures, the agency says. Chronic exposure to NMP can lead to reduced fertility. Acute exposure can cause miscarriages.
NMP is commonly used in manufacturing chemicals, processing petrochemicals, and cleaning and degreasing electronics. It is also widely used in making semiconductors and lithium-ion batteries. The solvent was once touted as a safer alternative to methylene chloride in paint removers, until the EPA raised concerns in 2015 about reproductive risks to pregnant women and women of childbearing age.
During the final days of the Obama administration, the EPA proposed to ban or restrict NMP in paint removers. The agency never finalized that proposal. Instead, in late 2017, the Trump administration opted to evaluate the risks of a broader swath of NMP uses under 2016 amendments to the Toxic Substances Control Act. The latest assessment is the result of that effort.

US NEEDS INFORMATION ON ASBESTOS IMPORTS, COURT RULES

The US does not have adequate information on importation and use of asbestos to assess the health risks of the carcinogenic substance, a federal court ruled Dec. 22. The decision is a win for states and public health groups, which sued the Environmental Protection Agency in 2019 for failing to collect such information under the Toxic Substances Control Act (TSCA).
The EPA is currently evaluating the risks of asbestos to the environment and human health under 2016 revisions to TSCA. The substance is one of the first 10 high-priority chemicals the agency is assessing under the updated law.
The ruling by the US District Court for the Northern District of California requires the EPA to collect information on asbestos imports and use under the agency‰??s Chemical Data Reporting rule. The EPA previously told chemical manufacturers that asbestos imports were exempt from the rule because asbestos is a naturally occurring chemical substance.

BURRILLVILLE, R.I. (WPRI) ‰?? Ten people were transported to the hospital during a hazmat incident inside a Burrillville business Monday, according to Oakland Mapleville Fire Department Captain Colin Fenner.
Crews responded to a medical call around 10:30 a.m. at Daniele Prosciutto Inc. Fenner said they returned there roughly an hour later for a similar medical call.
Fenner said EMS crews recognized the symptoms as possibly resulting from a ‰??hazmat situation‰?? inside the building, which was subsequently evacuated.
In total, Fenner said 10 employees were transported to area hospitals with minor upper respiratory irritation.
He said the majority of the patients were transported to Landmark Medical Center, but a few others were sent to Our Lady of Fatima Hospital after Landmark became overwhelmed.
All employees who were sent to the hospital have since been released, according to Daniele Foods CEO David Finch.
‰??Our team has worked closely with the authorities to complete a thorough investigation of our entire facility and identify the facts related to this situation,‰?? Finch said in a statement. ‰??We can confirm there was a chemical event confined to a very small area within our plant and it has been remediated.‰??
Daniele Prosciutto is known for its cured meats and charcuterie. As far they can tell, Fenner said the products are unaffected.

TOPEKA, Kan. (WIBW) - A broken water pipe at Topeka‰??s Goodyear plant sparked a chain of events that led to hazardous materials crews working to block a spill from flowing down Soldier Creek into the Kansas River.
A Kansas Dept. of Health and Environment spokesperson said the agency‰??s Spill Hotline got a call just before noon Monday that the broken pipe flooded a basement area at the plant. It allow approximately 50 gallons of hydraulic oil to flow from an oil-water separator into a floor drain, which discharges into Soldier Creek.
Goodyear notified KDHE, and had already contracted with a haz-mat response company out of Olathe. The company used absorbent booms and vacuum trucks to get visible oil off the surface, and intercept the rest of the oil before it reached the Kansas River, which is the water source for several communities downstream. They worked into the evening hours in the area of the creek along Highway 24, just west of the K-4 interchange.

PEKAN: A lorry carrying non-hazardous chemical landed on its side, causing a spillage along Jalan Kuantan-Segamat near Kampung Paloh Hinai here today.
Pahang Fire and Rescue Department deputy director (operations) Ismail Abdul Ghani said some 4,000 litres of the non-explosive chemical spilled onto the road and flowed into a drain in the 5.15am incident.
He said the 46-year-old lorry driver who was travelling towards Segamat escaped with light injuries.
Ismail said six fire and rescue personnel from the Chini station and 15 Hazmat (Hazardous Material Unit) personnel from Gebeng, Kuantan were involved in the clean-up operation.

FORT WORTH MULCH FIRE CONTAINED, STILL BURNING AFTER 24 HOURS

A mulch fire that started in the wee hours of Sunday morning, sending plumes of smoke and dust into the air, continued burning Monday but was under control, Fort Worth Fire Department Engineer Mike Drivdahl said.
The fire, which Drivdahl said is suspected to have started due to natural chemical changes in the mulch during decomposition, set the top layer ablaze and was reported between midnight and 1 a.m. Sunday at Living Earth mulch plant in the 6200 block of Salt Road.
The blaze on the top layer had been put out, but Drivdahl told the Star-Telegram on Monday that firefighters were working through lower layers. They were putting out each layer of flames and then raking back the charred mulch to get to the next layer.
There‰??s no expectation of how long it can take to extinguish a mulch plant fire, Drivdahl said Monday, but a lot of progress had been made.
There are no major concerns about smoke or air pollution hurting nearby residents, Drivdahl said. The mulch plant is not in a residential area.

Washington ‰?? Citing the recent hiring of chemical incident investigators and the ongoing publication of safety documents, Chemical Safety Board Chair and CEO Katherine Lemos is confident the agency ‰??remains well on our way to really make a lot of progress‰?? in fiscal year 2021.
Addressing public comments near the conclusion of CSB‰??s first business meeting of FY21, Lemos pointed to the release of safety materials and supporting documents, as well as a quarterly meeting schedule, as evidence of the agency‰??s transparency.
The Oct. 29 meeting did not include updates regarding CSB‰??s boardroom staffing gaps, as Lemos remains the lone member of the board ‰?? forming what she called in September a quorum of one. An agency spokesperson addressed a request for comment by email, writing, ‰??The CSB welcomes additional board members and looks forward to their nomination and confirmation.‰??
Lemos said in September that CSB ‰?? within the past year ‰?? has hired seven new chemical incident investigators and is evaluating more than 300 applicants for two open positions. During the meeting, she noted that ‰??a lot of these investigations, they changed hands, and you need to bring somebody else up to speed.‰??
