Hi Keane,
I tell my graduate students that wearing PPE and following the safety policies is a condition of their employment. If they do not follow the rules I will stop their support. Of course, I need to also follow the policies myself and they need to know that I will be checking up on them by visiting the lab. My office is right across the hall from my lab. I look in the lab window every time I walk by. They know without a shadow of a doubt that I am serious about safety.
I have never had a problem with them not wearing PPE. Other folks, yes, but my research students, no.

Most of the information out there stipulates that disciplinary actions will be taken against individuals who fail to comply with gowning policies but such information doesn't explicitly state the nature and type of disciplinary action.
